You should absolutely rebuild the carbs, especially if they are in poor repair or a poor state of tune. That way, if nothing else, you can get back to a baseline setting with known good parts and go from there. The carb rebuild kits usually include a pilot jet (which is very likely plugged in several of your carbs judging by the symptoms). There are very few problems the CVK carbs can have that aren't taken care of by a rebuild kit -- torn slide diaphragms and damaged idle mixture screw seats come immediately to mind. But start with the rebuild kits and set everything to the stock settings in the factory shop manual.
A few quick questions to help you get your jetting correct -- does the bike still have its original airbox? And is there an aftermarket exhaust installed? If so, what brand, and how loud is it (if you know)?
